1497904 - Deski reports fail with GetLOV Failed and setPrompts Failed errors

• Sporadic GetLOV Failed and SetPrompts Failed errors
• Issue is seen on a newly installed XI3.1 Servicepack 3 build only in infoview. 2-tier and 3-tier do not exhibit this behavior
• Issue is seen to occur on migrated deski reports while simple reports on efasion or club universes work fine
• "GetLOV Failed" error is seen when a Deski report with prompts is refreshed. The error is thrown in place of prompts.
• Sometimes an event viewer message accompanies the GetLOV Failed errors and looks like:
  "Failed to remove the file D:\Program Files\Business Objects\BusinessObjects Enterprise 12.0\Data\\DesktopIntelligenceProcessingServer\temp\BOBISTST.DesktopIntelligenceProcessingServer\ in a file system operation. Please check access rights or for a sharing violation.  Reason: Directory not empty (RCIRAS0620)" 
• "SetPrompts Failed" error is seen when after the refresh, prompts on a deski report are set and run query is issued.
• Sometimes an event viewer message accompanies the "SetPrompts Failed" error and looks like:
  "Accompanied by event viewer error - Failed to remove the file D:\Program Files\Business Objects\BusinessObjects Enterprise 12.0\Data\\DesktopIntelligenceProcessingServer\temp\BOBISTST.DesktopIntelligenceProcessingServer\child_8 in a file system operation. Please check access rights or for a sharing violation.  Reason: Directory not empty (RCIRAS0621)"
