1522598 - Content Library error when delete file with Chinese name - BPC 7.5 NW SP04

Symptom

The user will encounter error when deleting files from the Content Library. This error happens when the corresponding file name has Chinese characters in it. If the file name is pure alphabetic then the deletion function works fine.
