1535285 - Error: "GENERATE_BPF_INSTANCE failed" when creating BPF instance

• When the user tries to create an instance the step fails with the following error: GENERATE_BPF_INSTANCE failed internal session terminated with a runtime error (see ST22) Job Cancelled. 
• The ST22 dump log states that the process failed because it was trying to insert duplicate records into the table.  The error description is as follows

• Examining through the code shows that the table causing the problem is UJB_RGN_ACC which is the table for BPF Step Region Access
