The transport files provided by the SAP Integration Kit have not (or have incorrectly) been imported into the BW system.

Make sure the BW system is up to date with the transports provided by the SAP Integration Kit.
The Transport directory of the SAP Integration Kit lists the transports that need to be imported in the BW system.
Use transaction code STMS to import the transports.
