1568698 - When trying to open a pdf in Infoview it does not open in Adobe Reader and only prompts to save

Symptom

In InfoView, a user tries to open a saved PDF. Instead of opening the file directly, the user is presented with a warning box. The only options available to the user are to "Cancel" or Save" the file. Additionally, a warning is presented in the same dialogue box:

"The file you are downloading cannot be opened by the default program. It is either corrupted or it has an incorrect file type. As a security precaution, it is recommended that you cancel the download. How can I decide what software to open?"
