1569930 - LCM login with clearcase gives VMSException

• After installing and configuring LCM with SBOP XI31 Servicepack 3 platform, LCM cannot be configured with IBM Rational Clearcase
• when logging in after removing all the ClearCase Views they receive an error:
  com.businessobjects.vms.VMSException: The system cannot find the path specified
• The View is created successfully and the Clearcase admin verified that it works. When user tries to login to the same system again, they get following error:
  com.businessobjects.vms.VMSException: cleartool: Error: A registry entry already exists for "BOEXIR31"
• Ensured that all basic pre-requisites are met
  • VOB is created successfully with proper tag name and folderpath
  • ClearCase mapped drive (M:) is properly mapped on the operating system, and accessible to user running the SIA
  • Another mapped storage directory is also created with full rwx (read, write adn execute) permissions
• Issue persists even after recreating a new LCM Job service
