1570945 - BI 4.0 CMS fails to start with license key or subsystem.dll errors on BI 4.0

CMS fails with something like "CMS failure. Server Intelligence Agent cannot connect to the cluster. Please check CMS port and database".

After the SIA has been started, the Event Viewer contains one or more of the following errors:

• License Key Error: An unknown error has occurred in the license key system.
• Faulting application cms.exe, version 14.0.0.996, time stamp 0x4d76b47c,faulting module systemsubsystem.dll, version 14.0.0.996, tim
  e stamp 0x4d76b421, exception code 0xc0000005, fault offset 0x0000000000028879, process id 0x11ec, application start time 0x01cbe5873bd17404.
• Server Intelligence Agent : serveur NAME.CentralManagementServer
  has stopped with exit code = 255 (0xff).
• Server Intelligence Agent : server NAME.CentralManagementServer has stopped unexpectedly

CMS logs will also contain the following:

• Unable to load keydecoder.dll Could not load or access keycode dll: Loading shared object failed. First tried to load library D:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\\\keydecoder.dll and failed because of error: [The specified module could not be found. ]. Second tried to load library D:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\\\keydecoder.dll and failed because of error: [The specified module could not be found. ]
