This feature is by design.

1.
1.1 Export this report from Crystal Reports Viewer.
1.2 You will see the background color for rows and column also appears in the pdf format.
2.
2.1 Don't give the background color for the overall cross tab (by these steps: "Cross Tab Expert" > "Format Cross-Tab" > "Border" tab > color selected from the drop down of background).
2.2 Give the background color only for rows and column (By these steps: "Cross Tab Expert" > "Customize Style" tab > select any one fiend under rows > select a color from the drop down of background color).
2.3 Export this report to pdf format from Crystal Designer.
2.4 You will get the color of rows in the pdf format as selected.
