1586806 - AS Java UME service fails to start: "Password logon no longer possible - too many failed attempts"

Symptom

The server0 node on the SAP NetWeaver Application Server (AS) Java system fails to start. In the dev_server0 file we see an exit code -11113, which means a service failed to start. In the sdt_server0.out its identified that the security serivce failed to start with the following error:

Fatal: service com.sap.security.core.ume.service ================= ERROR =================.............. Core service com.sap.security.core.ume. service failed. J2EE Engine cannot be started.com.sap.engine.frame.ServiceException: Start of UME service failed. Check help topic "Start of UME Service Failed". Technical details: Password logon no longer possible - too many failed attempts"
