1589562 - Cannot open HTTP/HTTPS server socket: Access issue

Symptom

While trying to connect to the Application server JAVA via the HTTP and HTTPS protocol, the operation fails and errors similar to below are logged in the trace files (default traces, ICM traces or the dev_dispatcher/ std_dispatcher files). This issue is valid for J2EE installed on UNIX flavour operating systems:

Cannot open HTTP server socket on port 80Check port for usage by another process. Cannot open HTTPS server socket on port 443Check port for usage by another process. java.net.Bind Exception : The file access permissions do not allow the specified action at java.net.PlainSocket Impl.bind..
