1589977 - Publish as Web Service in Web Intelligence gives "Unexpected error"

Symptom

Error "Unexpected error: Failed to access the WSDL at: http://<hostname>:8080/dswsbobje/services/Session?wsdl.  It failed with:  connection refused:  connect." when trying to publish a report part as a web service from Web Intelligence Rich Client.
