1596462 - BaseSecurityException: No active userstore is set

Symptom

You have installed SAP NetWeaver Application Server (AS Java) Java so that the UME is configured to use an AS ABAP system. Then the security service of the AS Java system fails to start with the error "No active userstore is set" (as seen in the std_serverX.out files, also copied below).

Can not instantiate UserContext with given properties.
