1600716 - HTTP 500 for BI Launchpad and CMC after installing BI Explorer 4.0

Symptom

After installing BI Explorer 4.0 on an SAP BusinessObjects Business Intelligence 4.0 system, Launchpad and CMC no longer work and are showing the following error:

HTTP 500 - Internal Server Error

java.lang.RuntimeException: java.lang.RuntimeException: javax.servlet.ServletException: java.lang.NoClassDefFoundError: Could not initialize class
