1608772 - XI 3.1 - Universe Security or User Security cannot be displayed on WebSphere

Symptom

Global issue: an HTTP error 500 is displayed when accessing User Security OR Universe Security (the error occurs for only one of the 2)

On Firefox:

While accessing User Security, the following error is displayed:
Error 500: java.lang.NoSuchMethodError: com/businessobjects/clientaction/shared/PrincipalItem.<init>(Ljava/util/Locale;Lcom/crystaldecisions/sdk/occa/infostore/IInfoObject;)V

While accessing Universe Security. the following error is displayed:
Error 500: java.lang.NoSuchMethodError: com/businessobjects/clientaction/shared/PrincipalItem.<init>(Lcom/crystaldecisions/sdk/occa/infostore/IInfoObject;)V

On Internet Explorer, the error may be slightly less detailed. While accessing User Security or Universe Security, the following error is displayed:
