1609921 - Error 1706 : No valid source could be found for product SAP BusinessObjects XI 3.1 SP3. Windows Installer cannot continue

• On a fresh install of BOXI3.1 SP3 (full build), whenever the SIA starts, Windows (MSI) Installer  tries to run a setup and fails with the following exception
   [ this error can also seen in event viewer logs and MSI logs]
• Error 1706 : No valid source could be found for product SAP BusinessObjects XI 3.1 SP3.Windows Installer cannot continue.
• After a reboot, the BOXI services run for sometime but eventually stop functioning as the MSI installer starts to run
• Multiple Busobj.exe processes are seen to be running on task manager even though they were not invoked manually or otherwise [ by DeskI]
• The issue may have started after an unsuccessful attempt to install LCM which eventually had to be uninstalled
• Attempts to repair BOXI3.1 fails as the installer cannot start CMS in multiple attempts
