1615554 - Error: Database connection failed to allocate HENV, required to perform any ODBC operation - Data Services

Symptom

When you try to perform any one of the following operations, you may receive the following error:

  • Login to the Designer
  • Upgrade repository in Repository Manager
  • Installation fails during the step to validate repository connection
  • Run DS job

Error: Cannot open connection to the repository.  The error message from the underlying DBMS is <Database connection failed to allocate HENV, required to perform any ODBC operation.  This usually occurs due to insufficient memory.>
