The Central Management Server (CMS) is shutting down intermittently and receiving the following error in the CMS logs:

"LoadString BusinessObjects Enterprise CMS: CMS system database ""%1"" is not available. The error cannot be rectified by the end user. Please report this error to your system administrator or database administrator. (FWB 00024)"
