1623942 - Error Failed to invoke service when logging into Extended Analytics Designer

Symptom

After restarting Internet Information Services (IIS) on the BusinessObjects Fincancial Consolidation (BFC) Web Server a user is able to log into the Extended Analytics (EA) Designer but all other users receive the following error message.

Failed to invoke service ---> Cartesis.Framework.Business.Client.CannotConnectBusinessServerException. Cannot connect to business server.---> System.UnauthorizedAccessException. Access is denied. (Exception from HRESULT 0x80070005 [E_ACCESSDENIED]).
