1624245 - PCM: Automatic CPU allocation does not cycle though all available CPUs. It always starts using the first CPU.

Symptom

When First CPU Usage is set to Automatic, the number of the first CPU to be used should be altered depending on which CPUs have been used by models that opened previously, so that the next available CPU is used. However, the first CPU was always set at zero.
