1629345 - Short dump occurs when saving any order (purchasing, sales, etc.)

Symptom

A short dump "syntax error" occurs in program RMCEX000 when saving documents from transactions VA01, MIGO/MIRO, or any other Logistics transactions that can be used to create or change documents in Logistics.

The short dump contains:

Program
The current ABAP program "SAPLMCS0" had to be terminated
because it has come across a statement that unfortunately cannot 
be executed. 
The following syntax error occurred in program "RMCEX000 " in 
include "MCEX17TOP "in line 32:
"The Dictionary structure or table "TESTMC17I31OPR" is either 
not active or does not exist."
