1630604 - Login from Webi Rich Client presents blank screen with OK button and then takes back to login screen

Symptom

Using Xi3.1 Webi Rich Client when users try to login into Production environment all is working, but when they try to login into Development - Webi Rich Client shows a blank screen with OK button. Pressing this button takes users back to Login Screen.

This problem happens for some users and not the others.

Working machines are Windows 7 and non working are Windows XP
