1630866 - SP3 new features remains after uninstallation of SP3 patch in a scenario where SP2 or older version is earlier installed

Symptom

After uninstalling of SP3 patch in a scenario where SP2 or older version is earlier installed, SP3 new features, such as: Folding/Unfolding, Input control is still remained,

but if use the new features, the following error occurs:

"An internal error occurred while calling 'submitReport' API (error: ERR_WIS_30270)"
