1632865 - An Attempt was made to load the program with an incorrect format

During an installation, the following error shows on the screen:

"Operation failed with 0x8007000B

An attempt was made to load a program with the incorrect format."

The installation continues, however, when executing Server Manager, the following error occurs:

"Cannot connect to Planning and Consolidation web server. Please check your Planning and Consolidation web server and your IE proxy."

Server Manager still continues to run. When running a Diagnostic, the following errors show:

1. SAP ABAP SERVER CONNECTION --> Database Connection --> Status:ERROR

2. Microsoft Message Queue --> Queue Name: private$\BPCStatusMessageQueue --> Status:ERROR
