1644459 - How can I change the default charset when scheduling Webi to CSV in Infoview?

While a user is scheduling a webi report to .csv format, the default charset is appearing as a random value. When the user continues toschedule without changing it to UTF-8, the schedule fails due to the fact that the defaulted charset isnt installed on the machine. 

When the user changes it to UTF-8, the schedule succeeds.

Is there a way to permanently change the default charset to UTF-8 so that user does not need to change it for every schedule?
