1652178 - Item SI_FALLBACK_LOCALE was not found in the collection [CRCAF00000004] while creating Publication off SAP BW based Crystal Report

When creating a publication, defining the Dynamic Recipient Provider as an SAP BW-based Crystal Report causes the following error to be returned:

"Cannot open report document - Item SI_FALLBACK_LOCALE was not found in the collection [CRCAF00000004]"
