1653278 - Available.log report shows SAP is down on a running system

Symptom

Available log file (available.log) shows that system is down repeatedly. However SAP application server is operating normally.

Example from the log:
   Available      20.10.2019 01:23:45 - 22.10.2011 23:32:10
   Unavailable 22.10.2019 23:33:39 - 23.10.2011 02:28:40
   Available      23.10.2019 02:29:40 - 29.10.2011 23:31:07

Or
in available.log, the instance status is unknown due to the missing time span, e.g.
Available 01.01.2025 01:00:00- 01.01.2025 03:00:00
Available 01.01.2025 03:10:00 - 01.01.2025 03:20:00
>> missing time span from 03:00:00 - 03:10:00
Available 01.01.2025 03:30:00 - 01.01.2025 04:00:00
>> missing time span from 03:20:00 - 03:30:00
