1655932 - Inconvenient behavior of Spreadsheet table in Dashboard Designer 4.0

There are some inconvenient behaviors of Spreadsheet Table when enable Behavior > Ignore Blank Cells:

1. When enable ignore blank cells, the border color will change, and the border width will be thinner.
2. When enlarge the Spreadsheet Table, the border line will extend.
3. When shrink the Spreadsheet Table, the border line will be disappear.
4. When enable scroll bar, the cells of Spreadsheet Table become weird.
