The database table ARFCRSTATE has too many entries (millions of entries).
You are trying to perform a cleanup of that table using the report RSTRFCEU, or trying to implement the recommendations of SAP Note 539917.
The report does not complete, and it is terminated with a memory related short dump (for example, TSV_TNEW_PAGE_ALLOC_FAILED), which can be seen at the transaction ST22.
