1668007 - Viewing Xcelsius Dashbords in BILaunchPad produces "404 missing Page" error after Patch install

Symptom

After upgrading SAP BI4.0 installation with latest patch , Xcelsius dashbords show "HTTP 404 Missing Page" screen and if we right click on dashboard the context menu shows :
"???dummy.action.XL.XcelsiusEnterprise_Properties_Platformservices_IV.display.name???"
Instead of Properties line.
