Error when trying to login to BI 4.0 Version Management (VMS)

com.crystaldecisions.sdk.exception.SDKException$OCAFramework: Unable to
find servers in CMS BOE_SERVERNAME.DOMAIN.LOCAL:6400 and cluster
@CLUSTER with kind pjs and service LCMServiceOCA. All such servers
could be down or disabled by the administrator. (FWM 01014)
cause:com.crystaldecisions.enterprise.ocaframework.OCAFrameworkException$AllServicesDown: Unable to find servers in CMS
BOE_SERVERNAME.DOMAIN.LOCAL:6400 and cluster @CLUSTER with kind pjs
and service LCMServiceOCA. All such servers could be down or disabled
