Symptom

Accessing the logon page shows a malformatted html form:

The source-code of the logon iframe shows a link to a css file in the form:

<link rel='stylesheet' type='text/css' name='stylelink'
 href='../../..%2FCmcApp%2FApp%2FappService.jsp?service=skinning&resource=stylesheet'>

 

The logon.jsp in the folder X:\usr\sap\SID\JCxx\j2ee\cluster\serverr0\apps\sap.com\PartnerPlaformService\servlet_jsp\PartnerPlatformService\root\jsp\Shared_Logon has the following on line 30:

String appServiceURL = contextPath + Encoder.encodeHTML(Encoder.encodeURL(request.getParameter(ActionHelper.APP_SERVICE_URL_PARAM)));

Notice the call to Encoder.encodeURL
