Symptom
Users cannot connect to the BPF Web page and the whole system becomes unusable.
The problem is temporarily resolved by restarting the following two services:
-Send governor Service
-Service manager Service
This workaround doesn't always work, the only valid solution is to restart all web/application servers.
The following error is found in the event viewer:
"A timeout (30000 milliseconds) was reached while waiting for a
transaction response from the OSoftServiceManager service."
