1686530 - CCMS transactions on Oracle RAC - Common problems and errors

Database administrator actions performed in transaction DB13 are failing with the following errors:
 

1. The process fails because of OS level permissions, e.g.

2. Backing up the database with brbackup fails with an Oracle level logon error, e.g.
