1690014 - Alerts are not sent via mail through the Alert management

Symptom

Alerts are sent from an application using the Alert Management framework into the Alert Inbox (transaction: alrtinbox).
In the customizing of Alert Inbox it is configured to send alerts via e-mail.

However no e-mail is created for these alerts.
In the same time the following error is captured in SLG1 transaction for the object "alert":

BCS exception (OSERR_BCS) occurred
