1698648 - The default time-frame selection is not carrying over to a report’s data population when a report is initially opened.

In Spend Performance Management 3.0, when a default time-frame selection is made in 'Preference' setting> Additional report Settings  (for example Year-to-Date) that time-frame will show in the time-frame dropdown box; however, the data population showing in the report below may not match that time-frame.  This issue only occurs when a report is initially opened.   Refreshing the report with ‘Run Report’ will refresh the correct data timeframe.
