1703930 - XI 3.1 - DeskI & Designer "(IRepoAccess::retrieveAuthModeInfos) Internal error: Unable to initialize the session manager.(hr=#0x8000ffff)". No authentication method available in ImportWizard

Symptom

While starting Desktop Intelligence (DeskI) or Designer, a pop-up appear on top of the splash screen

(IRepoAccess::retrieveAuthModeInfos) Internal error: Unable to initialize the session manager.(hr=#0x8000ffff)

After Import Wizard have been started, going to the Source Environment page (second page), the drop-down list for authentication is empty
Checking the assert logs (logging disabled) of Import Wizard, the following error can be found

2012/04/03 07:50:57.214|>>|A| |  424|5968| |||||||||||||||assert failure: (.\infosessionmgr.cpp:357). (false : Cannot find an unused port between:6401 - 6403).

Checking the assert logs of Designer or DeskI, the errors below are referenced
