1704117 - BAPI_FUNCLOC_CREATE updates the data origin fields on functional location with unexpected values

You create functional location by BAPI_FUNCLOC_CREATE, with parameter DATA_SPECIFIC-SUPFLOC filled, however, it sets the data origin fields to "D - maintained directly" instead of the expected "H - from superior object".
