1707950 - SPL match on country independent SPL entries in GTS.

• Country match 100% but SPL country is blank
• SPL (Sanctioned Party List) block on Country when country is not specified for SPL entry.
• Issue with the screening results occurring due to missing partner country information leading to unexpected blocks on any country during sanction party list checks.
• Issue with the SPL screening logic not considering the absence of the country field as per the expected behavior.
• Issue with the screening process of addresses where an empty country field is causing unexpected matches in the SPL entity checks.
