1710018 - java.lang.RuntimeException when trying to login to BI Launchpad or CMC

Symptom

A user will receive the following error after loading up the CMC or BI Launchpad.  The logon boxes do not even appear. 

java.lang.RuntimeException:  javax.servlet.ServletException:
javax.servlet.jsp.JspException: Cannot find bean
org.apache.struts.taglib.html.BEAN in scope null
