1713142 - WebI Reports Migrated from XI 3.1 to BI 4.0 Can't Use a Space as a Default Prompt

Symptom

Web Intelligence report written in BOE XI 3.1 uses a space, " ", as the default value for a prompt. When the report is migrated to BI 4.0, the default value is changed to "[EMPTY_VALUE]". This can cause conditions based on UserResponse() to fail.
