1713387 - User ID is missing in Japanese notification e-mail when creating SUS vendor

Symptom

When creating SUS vendor in SRM system, a notification email with User ID will be sent to the new vendor for self-registration.

However, the User ID is missing in the email when the vendor's language is Japanese.
