Symptom

  • Enrollment of iOS Policies with embedded SCEP requests for VPN / WiFi / Exchange ActiveSync policies fails.
  • The following errors can be found in the Microsoft Certificate Authority (CA) Server Event Log:
    • Error 1:
      The Network Device Enrollment Service received an http message without the "Operation" tag, or with an invalid "Operation" Tag
    • Error 2:
      The Network Device Enrollment Service cannot submit the certificate request (The request was denied by a certificate manager or CA administrator.). 0x80004005
    • Error 3:
      Active Directory Certificate Services denied request 81 because An unknown error occurred while processing the certificate. 0x80090327 (-2146893017). The request was for CN=iPad. Additional information: Denied by Policy Module
