1722542 - Application can't be stopped using NWA

Symptom

The Stop/Start of any application fails with the exception below:

Caused by:
com.sap.engine.frame.cluster.message.DestinationNotAvailableException:
Participant X,XXX,XXX is not available.

Where X,XXX,XXX belongs to a non-existing clusterID, e.g., it can't be found in the instance.properties file(s).

Environment

SAP NetWeaver Application Server for Java system created via system copy.
