1730841 - XI 3.1 Can't Export Universe - File Name in CMC Is Blank

In the BOE XI 3.1 Universe Designer, when trying to export a universe, you get an error saying that it can't export the universe.

First error dialog:

Failed to commit the associated files of objects to the file repository server: (obj [universe name], id [universe si_id] ) : File
Repository Server error : File system operation for frs://Input/[path to universe]/[universe name].unv on File Repository Server
failed. If the problem persists, please contact your system administrator for event log information...

Second error dialog:

Could not export the universe.

System problem encountered: Failed to remove file
C:\Program Files\Business Objects\BusinessObjects Enterprise 12.0\FileStore\Input\a_042\004\000\1066\efashion.unv
from the file system. Please check for permissions or sharing violations

If you try to load the universe in the WebI Client, you get a universe not found error.

Universe not found. See your Business Objects administrator.
(Error: WIS 00501)

In the CMC, you can see the universe, but when you get properties on it, the File Name is blank. It's normally similar to frs://Input/a_042/004/000/1066/efashion.unv.
