1732826 - Tomcat on AIX fails to start with error "Initialization error for library j9jvmti24(-3): JVMJ9VM009E J9VMDllMain failed"

Symptom

After configuring Apache Tomcat for Wily Introscope monitoring, the Tomcat server fails to start with error:

JVMJ9TI001E Agent library instrument could not be opened (A file or directory in the path name does not exist.)
JVMJ9VM015W Initialization error for library j9jvmti24(-3): JVMJ9VM009E J9VMDllMain failed
Could not create the Java virtual machine
