1738555 - Move-out reversal change meter reading for reading reason 03 to 09

• When reversing a Move-out in transaction EC58E which has a Move-out meter reading entered, then the reversal process will replace the Move-out meter reading (03) to an interim meter reading w/o billing (09). In this case the meter reading is a 'real' meter reading and not estimated.
• The Move-out reversal doesn't delete meter reading order. After the reversal the meter reading order and the meter reading result remains the same, only the meter reading reason changes from 03 to 09.
