Getting the following error while trying to import users from BIAR file or Live to Live migration.
Error: Committing the export object to the destination CMS failed. Reason: Failed to commit objects to server: Create operation failed.
And, the following error can be found in Import Wizard trace log:
CInfoStore::Commit SI_info_abuse details: Failed to create concurrent user; license count is zero.
