1754875 - MEIS: GRWR for POs with free of chage items - how to populate statistical value

Symptom

For PO items marked as free of charge (field UMSON checked) no statistical value is determined. As a result the incompletion log of Intrastat Arrivals (transaction MEIS) shows error message EIP020 and the report cannot be completed.
