1756801 - Error V12 engine failed to load the report when viewing a migrated Crystal Report

After migrating a Crystal Report using the LCM tool, you get the error "V12 engine failed" when you try to open the report.  In addition, if you look at the properties of the report in the CMC, you will notice that the report file path is pointing at a JPG object instead of a RPT object.
