1758316 - Restrict Authorization for ATP Check in PP Orders

• An availability check can be executed in a production order without an authorization check.
• A component availability check can be executed in transactions CO01 or CO02 without checking the user's authorization.
• There is a business requirement to restrict which users are permitted to execute an availability check in a PP order.
